What feature/behavior/change do you want?

Upstream has released EKS 1.32: https://docs.aws.amazon.com/eks/latest/userguide/kubernetes-versions.html#kubernetes-release-calendar

Why do you want this feature?

Support all upstream versions

@mbevc1 - eksctl release v0.202.0 supports EKS 1.32. We actually automated support for new upstream versions with this change - #8144
