Async submission fixed

There has been a bug causing the error "incorrect account sequence" when running the client in async (see #3296).

Release v0.13.7 claims to have fixed this so it would be great to get it into lumina.

Hey, thanks for letting us know. I'm not exactly sure what's that about but I guess it fixes errors when someone calls blob.Submit multiple times in same block?
In that case we can update the node version in our docker compose setup for testing and remove the lock for submitting blobs in celestia-rpc tests, however if you have node running the correct version, I think celestia-rpc doesn't need any extra alignments
