Is it normal to have a 15 min delay between diagnostic fixes?

I have a very large project, when running upgrade-assistant, it's running for days, more so in Apply fix UA00002, something curious is that it logs this:

[03:12:44 INF] Running analyzers on Q10.Jack
[03:27:30 INF] Identified 268 diagnostics in project Q10.Jack

then some

[03:27:50 INF] Diagnostic UA0002 fixed in ...
...

And then it waits almost exactly 15 minutes, then again:

[03:27:55 INF] Running analyzers on Q10.Jack
[03:43:02 INF] Identified 258 diagnostics in project Q10.Jack

(with a smaller number of identified diagnostics)
