The project targets the development of a design concept for disseminated learning infrastructures to provide federated access to digital educational resources. Technical, didactic and organisational conditions of realizing an educational architecture will be researched, built upon a network of universities and the interplay of state, public and private stakeholders. The project focuses on the challenges to disseminate openly licensed educational resources (OER) in an ``informationally open eco system``, like the university system in Germany. It particularly considers the provision and access in repositories, linked metadata and the handling of resource versions and respective quality aspects. A further goal is the alignment of this interdisciplinary project to state-specific, national, European and international development.},

abstract = {This paper reports recent work in developing of structures and processes that support university teachers and instructional designers incorporating learning objects into higher education focused learning designs. The aim of the project is to develop a framework to guide the design and implementation of high quality learning experiences. This framework is premised on the proposition that learning objects are resources that can be incorporated within a learning design. The learning design serves as the pedagogical model that drives the development. The first phase of the project required an analysis of metadata schemas by which learning objects could be described, to facilitate discovery, retrieval and inclusion in a learning design. In particular, the pedagogical descriptors within the IEEE Learning Object Metadata (LOM) standard were examined to determine their suitability for use in this project. The findings indicated that enhancement of the educational descriptors was required. To address this, a learning object metadata application profile specific to Australian higher education has been developed. This paper describes the process by which the metadata application profile was developed within the context of the overall project.},

abstract = {Abstract Background During the past decade, the increasingly heterogeneous field of learning analytics has been critiqued for an over-emphasis on data-driven approaches at the expense of paying attention to learning designs. Method and objective In response to this critique, we investigated the role of learning design in learning analytics through a systematic literature review. 161 learning analytics (LA) articles were examined to identify indicators that were based on learning design events and their associated metrics. Through this research, we address two objectives. First, to achieve a better alignment between learning design and learning analytics by proposing a reference framework, where we present possible connections between learning analytics and learning design. Second, to present how LA indicators and metrics have been researched and applied in the past. Results and conclusion In our review, we found that a number of learning analytics papers did indeed consider learning design activities for harvesting user data. We also found a consistent increase in the number and quality of indicators and their evolution over the years. , Lay Description What is already known about this topic? Learning design (LD) is the pedagogic process used in teaching/learning that leads to the creation and sequencing of learning activities and the environment in which it occurs. Learning analytics (LA) is the measurement, collection, analysis \& reporting of data about learners and their contexts, for purposes of understanding and optimizing learning and the environments in which it occurs. There are multiple studies on the alignment of LA and LD but research shows that there is still room for improvement. What this paper adds? To achieve better alignment between LD and LA. We address this aim by proposing a framework, where we connect the LA indicators with the activity outcomes from the LD. To demonstrate how learning events/objectives and learning activities are associated with LA indicators and how an indicator is formed/created by (several) LA metrics. We address this aim in our review. This article also aims to assist the LA research community in the identification of commonly used concepts and terminologies; what to measure, and how to measure. Implications for practice and/or policy This article can help course designers, teachers, students, and educational researchers to get a better understanding on the application of LA. This study can further help LA researchers to connect their research with LD.},

abstract = {The New Learning Context (NCA for its initials in Spanish, Nuevo Contexto de Aprendizaje) is the new pedagogical framework that is being designed and implemented at the La Salle Institutions since 2017. The main objective is to deploy the pedagogical design across all educational centers and stages. In the context of NCA, digital technology is another pillar in the educational structure, that is integrated into classrooms as both support and the means to develop learning competences. This integration of digital educational technology in schools and universities transforms learning contexts, but it also creates risks for all educational roles in terms of privacy and data security that must be addressed. In the last 9 years, technology adoption has been accompanied by a data-driven model of analysis and decision-making, as well as a migration to cloud computing. Cloud computing adds to this technological transformation the ubiquity of data, personal data, and metadata. This implies in many cases that third parties collect and process educational data from all the actors involved in the teaching-learning process on remote servers and data centers, outside the control of educational institutions. So this latest technology adoption unfortunately also facilitates leaks, misuse, and improper access to all data collected. In this paper, we propose seven principles as a fundamental framework for NCA, that we have called Local Educational Data Analytics (LEDA). Our aim is to solve or minimize the negative impact of the use of this educational technology, which is based on cloud computing and uses integrated data analysis processes.},

abstract = {INTRODUCTION Open educational resources (OER) are gaining traction in higher education and becoming accepted by academics as a viable means for delivering course content. However, these resources can be difficult to find and use, both due to low visibility and confusion about licensing. This article describes one university's work with faculty members to identify barriers in their search process when they are looking to adopt OER. DESCRIPTION OF PROGRAM A scholarly communication librarian and science librarian partnered to collect faculty and instructor reactions to a particular OER search tool, with the intention of better understanding the difficulties encountered during the search process. Eight interviews were conducted as participants were asked about their preferences when it comes to locating OER, understanding licensing information, and adopting materials for class. NEXT STEPS From these interviews, the librarians identified practical recommendations for instruction/liaison librarians and technical services/systems librarians as they continue working to support faculty and instructors through the OER discovery and selection process. These recommendations relate to four themes uncovered in interviews with faculty and instructors: the need for increased transparency in search tools, the importance of intuitive narrowing and broadening features in search tools, the need for detailed and consistent metadata in OER records, and the need for clarity in intellectual property statements. The librarians note that these recommendations might best be pursued through wide-scale collaboration across library units and, more generally, between libraries, consortia, and institutions.},

Institutions like the IEEE, the US Department of Defense and the European Commission have set up committees to deliver recommendations and proposals in this area. The objective is to allow the reuse of learning resources and to offer interoperability among heterogeneous e-learning systems. The first part of this paper is devoted to the presentation of an up-to-date survey on one of the most prolific fields of the learning technology standardization: educational metadata. The second part shows how these data models are applied by actual software systems to facilitate the location of learning resources. Educational brokerage is a promising field that lets learners find those computer-based training resources that best fit their needs. abstract = {The current web suffers information overloading: it is increasingly difficult and time consuming to obtain information desired. Ontologies, the key concept behind the Semantic Web, will provide the means to overcome such problem by providing meaning to the available data. An ontology provides a shared and common understanding of a domain and information machine-processable semantics. To make the Semantic Web a reality and lift current Web to its full potential, powerful and expressive languages are required. Such web ontology languages must be able to describe and organize knowledge in the Web in a machine understandable way. However, organizing knowledge requires the facilities of a logical formalism which can deal with temporal, spatial, epistemic, and inferential aspects of knowledge. Implementations of Web ontology languages must provide these inference services, making them much more than just simple data storage and retrieval systems. This paper presents a state of the art for the most relevant Semantic Web Languages: XML, RDF(s), OIL, DAML+OIL, and OWL, together with a detailed comparison based on modeling primitives and language to language characteristics.},

abstract = {The importance of data for society and the economy cannot be overestimated and is increasing in the course of digitization. The re-use of existing data offers considerable advantages on a scientific, political, social, cultural and especially economic level. The opening of data collections (open data) is attracting increased interest in both the public and private sectors. This can be traced back to efforts to increase transparency in the public sector and to enthusiasm for big data and data analysis. In recent years, more and more ministries and governments have therefore started to publish their data. These so-called open government or open research movements have led to the introduction of numerous portals that provide an infrastructure for access to research data. The development of this infrastructure is changing the way in which researchers search for data describing their research subject or for analyzable research data. Implicitly, the main aim is to achieve more data exchange and transparency in order to promote the opening of further data silos for broad user groups. Quality issues played too little role in the initial phase. This article aims to draw attention to how data quality criteria can optimize infrastructures for both the source data and the metadata.},

- Inhalt: HOCHSCHULSTRATEGIE UND IMPLEMENTIERUNG. It is structured to present first the currently established metadata schemas in use today (specifically the IEEE LOM and Dublin Core metadata), then to examine current developments and activities before looking at what might be the future challenges. The examination of current developments and activities highlights the increasingly recognized importance of metadata schema that describe what have in the past been thought of as secondary aspects of learning materials (for example who uses them and what for), and the importance of alternative approaches to structured metadata for resource description.},

(DIPF/Orig.).},

These best practices have been adopted by an increasing number of data providers over the last three years, leading to the creation of a global data space containing billions of assertions--- the Web of Data. In this article, the authors present the concept and technical principles of Linked Data, and situate these within the broader context of related technological developments. They describe progress to date in publishing Linked Data on the Web, review applications that have been developed to exploit the Web of Data, and map out a research agenda for the Linked Data community as it moves forward.},

This report provides an overview of definitions of quality for OER, suggests a conceptual mapping and reviews the major issues related to the quality for OER. The outcomes of the report can be outlined as follows: First, when reviewing a set of definitions of OER we find that they all: cover both use and reuse, repurposing, and modification of resources; include free use of these resources for educational purposes by teachers and learners; encompass all types of digital media. Secondly, there are a variety of quality approaches, tools and procedures which may be applied to OER. Due to the above-mentioned freedom, however, the traditional lifecycle of a resource, particularly with respect to the processes of creation, editing, evaluation and use, is significantly disrupted. Whereas before these steps were traditionally distinct, consecutive and managed by various actors, the freedom granted by OER leads to a blurring of these boundaries. The involvement of many more actors in each step therefore means a federation of responsibility for each step, which in turn can lead to cross-over in the functions and timing of processes, as well as sub-cycles (such as several rounds of editing and evaluation). Thirdly, opening up of learning architectures is in turn leading to the unbundling of processes of course design, teaching, learning, assessment and recognition within formal education and the emergence of innovative delivery models such as MOOCs. Within formal education, the quality of assessment and the recognition of awards based on these assessments is critical to recognising the quality of the teaching given and the learning achieved. We highlight, however, that recognition and assessment tools have not yet fully evolved to take into account the new phenomenon which has the potential to bypass existing trust networks that have been built up with formal education.
