Introduce the ability to assign ID variable universally

Steps:

• Add field for ID selection
• Adjust parameters export/import -> Getting error for file header but good enough for the time being
• Adjust dependencies in other fields
• Remove ID fields in Enumerator and Outlier card

Should we cover a "no id" case? We don't want to encourage operating against best practices, however there are situations in which ids are not present.

Status:
Task is done, however:

• Grouped Outlier Variables from exported csv parameters file do not get imported. I might have changed something affecting it, so I will review it.
• Enumerator-level and admin-level data tables are not displaying. I did not touch this part of the code so I do not think this is related, however I will look into this.
