No access for Abteilungsleitenden

Describe the bug

Some people in the past months reported that they could not access Healthcheck and got the message "Keine Abteilungen Freigegeben
Du hast zu keiner Abteilung Zugang. Du musst auf der MiData entweder als Abteilungsleiter*in oder Coach eingetragen sein, oder jemand muss eine Abteilung spezifisch für dich freigeben"

Some of them were able to access earlier, and some of them were able to access then.
When looking their group in stage, they were effectively not in the list of "Berechtigung".
