The Candid spec is a bit unclear about how decoders should treat function annotations beyond 1 and 2.

Should decoders accept or fail upon other values?
Is there a guarantee that in the future annotations will be bytes, or LEB-encoded natural numbers? Or possibly more complex things?
I’d assign to @rossberg if I had the permissions to do so.
