[DONE] Refactor TiTiler repo - Switch to namepaces subpackage

TiTIler is an application but also a python module that let the user creates their own application.

Recently there have been quite some chat about the application configuration #276 #269 #277

While we still want to have a default/user friendly application, I think it will be good to decouple the module and the application part. For this we could use namespaces

titiler/

Still awaiting for feedback but if we move forward with namespaces here is IMO what we could do:

• move mosaic features into titiler.mosaic
• add rio-tiler-mvt feature (https://github.com/developmentseed/titiler-mvt) into titiler.raster_to_vector

Maybe

• titiler.mvt instead of https://github.com/developmentseed/timvt
• titiler.public_datasets instead of https://github.com/developmentseed/titiler-pds
• titiler.stac_api (WIP) a mosaic backend based on stac_fastapi
• titiler.aiocogeo based on aiocogeo
