Support Fedora 41

Description

Fedora 41 is now out :) We're trying to bump it in our downstream roles, but hitting some hiccups atm, see below.

Solution

Tasks needed AFAIU:

• resolve DNF bootstrapping issue, see Fedora 41 Server - Could not import the libdnf5 python module ansible/ansible#84206
• Add docker images to https://github.com/dev-sec/docker-ansible
• Add tests here

ansible/ansible#84206 has been fixed via an auto_install_module_deps option, but this won't be coming until Ansible core 2.19.

Not sure if bootstrapping the dnf python package via a simple command makes sense in the meantime - we're considering this downstream as a workaround as well.

Since the release of Ansible 2.19 will take another 4 months a workaround seems warranted. Feel free to progress when you find the time.
