Now that data source is the official API, instead of nightly scraping, email notifications go out "as they happen", about once an hour.

So was thinking users might want to know this on signup, though realize it might lightly discourage some new signups?

Was thinking a line at bottom such as: "Users receive email notifications of the things they're tracking in the NYC Council. If there any official actions for tracked items, email notifications are sent within the hour of the action. Typically, users receive one to three email notifications per day."
