Задачи:

Найти реестры НПА всех городов
Выбрать из этого реестра акты, относящиеся к бюджету
Скачать приложения и создать таблицу с описанием содержимого каждого файла
Придумать механизм периодического обновления (автоматическое скачивание на основе таблицы ссылок на НПА)
