Passports as Member Wallets

Instead of looking up each passport's owner on each payment to know who to pay, payments could just go directly to the passport. The passport owner could then claim accumulated tokens whenever they want to whatever addresses they want.

This way the DAO is always paying to the same address per member even if the member's address has changed.

That sounds very nice.

Then all the funds in the Safe are sent to the passports, and when members withdraw, it enforces their custom builder/dao split.

Also, there could be some safety (and gas) concerns with having to call some arbitrary address (specified by the builder). Much cleaner this way
