Enhancements via automated Docker image builds, cell-locations extra, and commit hash specification

This issue outlines enhancements which could be added to improve Docker image-based use of Pycytominer. These come as the result of conversations in #1 (#1 (comment) , thank you @bethac07). Each of these may require a separate PR.

• Enable automated release-based image build and deployments for Pycytominer (for ex. when v1.2.x is released on GitHub, a job runs which builds an image and deploys it to Docker Hub).
• Add cell-locations extra to the Dockerfile specification.
• Allow for commit hash based Dockerfile builds from source (currently the most recent commit from a specified branch will be used).
