Subpart C is a real subpart in Part 1223, afterward there is a reserved Subparts C-Z.

We should ask OFR if this should be changed to D-Z for both the head tag and the identifier. Additionally, should we port this change back or just going forward?

We need a unique identifier for the real subpart C vs the one that is part of this reserved range.

Fix on our end so there is no id collision, but should bring up to OFR and ideally correct range to be D-Z
