Title 7 Part 799 appears to have its Subart F assigned an 'E' identifier and E was used in the head tag. It should be subpart F.

799.52 Notice of intent to prepare an EIS.

This is fixed on our side but still would be nice to have fixed for incoming xml. moving to OFR Input

I've done some review on this one and it looks like we should not have created a patch here. The amendatory instructions are messed up and do have two Subpart E in the text. It seems like there should be an editorial note here but I don't see one. I'm going to check with Steve at the meeting and confirm. The believe the proper patch here should be a generated identifier so that we can process these uniquely without changing the content.
