I needed to change the file permissions as described in https://docs.craftcms.com/v3/installation.html#step-2-set-the-file-permissions
I needs to be ./craft setup, not craft setup
That got me Exception 'yii\base\InvalidConfigException' with message 'Unsupported DB driver value: '. I fixed it by filling the .env file.
