Add ability to fetch user data as admin

On the admin settings page, we should add functionality to retrieve user data given a user email address. We already have the ability to retrieve user info given email address, so this shouldn't be too much work.

This would help with troubleshooting data loss issues: If they give us their email address, we can download the data for them.
