Hierarchy entrypoint

Introduce the ability to stake/unstake and manage validators anywhere in the hierarchy from a single entrypoint/chain. This avoids the need for an L4 validator-to-be to have to first deposit funds in the L3, to then go and stake it in the L4.

Synergistic with disbursing validator rewards at the root (or any common ancestor) instead of on every level.
