Issue description

The library is not having the functionality to submit issue tickets. This feature should be added to allow users to create and submit tickets.

Steps to reproduce the issue

  1. Use the @collabo-user GitHub access token in the .env of the api-server.
  2. Use the use-me-for-experiments repo in your .env's REPO_API_URL.
  3. Follow every other directions added in Collabocate's local development instructions.
  4. Run both the collabocate client and api servers.
  5. Go to collabocate's UI interface, locate 'Choose Report Type', click on '--Select Issue Template--' and select a template.
  6. Fill the fields and click 'Submit Issues Ticket' button.
  7. Observe that the submission is not possible.

Expected behavior

Users should be able to submit issue tickets successfully.
