A Service Can Be Added Multiple Times in the Service Nomenclature

Description

I noticed that the system removes services from the list once they are added to the nomenclature.

The issue occurs when two users add the same service at the same time. The system does not check for duplicates, resulting in the same service being added twice.

Expected behaviour:

The system should check for duplicates in the "Nomenclator servicii" section and display an error if two users add the same service at the same time.
