User story
As a user, I want to view a point's details page and edit it.

Content of the page is slightly different for points with different service type. (See Data Dictionary) and Related issue: #49

User can see PCT_ID, PCT_Status, PCT_Serviciu, PCT_Tip, PCT_Admin, and group allocation in the top section.
User can see point's location on map. User can click on button "Vezi pe harta", to open the public portal with the point selected, in a new tab.
User can make actions on point: delete point, allocate to a group or remove from group, change status.
User can see point details and edit them.
User can leave a private note, only displayed in the admin portal

Main flow
User goes to 'Puncte Harta' in the sidemenu.
User picks a point in the list, and clicks on the "Detalii punct" button in the kebab menu.
Point details page opens.
User can edit point details.
