[Public user] Implement "Report a problem" feature

User Story
As a user, I want to be able to report an issue related to one of the points on the map.

Description
As a user If i find inaccurate information or missing information about a specific point on the map I want to be able to report it to the administrator through a simple form.

Main Flow

1. Click on a point
2. See that information is wrong or missing and click on "Raporteaza o problema"
3. I am prompted with a modal where I am supposed to make a selection. I can only choose one type of problem at a time. If I want to make multiple reports I will have to go through the flow multiple times.
4. Select the type of issue I want to report on and click on "Urmatorul pas"
5. Based on the type of problem I want to report I will be prompted with different questions

• IF "Adresa nu este corecta" is selected, then I am prompted with this flow
• IF "Locatia punctului pe harta nu este corecta" is selected them I am prompted with this flow
• IF "Materialele colectate nu sunt corecte" is selected then I am prompted with this flow
• IF "Programul nu este correct" is selected then I am prompted with this flow
• IF "Containerul nu funcționeaza sau nu este bine intretinut" is selected then I am prompted with this flow
  
• IF "Mi s-a refuzat preluarea deșeului" is selected then I am prompted with this flow
  
• IF "Alta problema" is selected then I am prompted with this flow
