Org picker: the entire top region should trigger the collapsible

Currently, the arrow/caret is the only element in the org picker that accepts focus:

Ideally, we’d like the entire “box” region to be focusable, like so (if you’ll pardon the very crude and inaccurate in-browser mockup):

Tapping or clicking anywhere in that region should expand or collapse the org picker.

(This should be a layout and interaction change only; I don’t think the underlying a11y/semantics of the component should change right now.)

Can this task be done in one increment?

I believe so, but marking as “research”.

Ensure this issue has a clear Definition of Done in the Acceptance Criteria list below:
