Pause all pipelines

In order to meet the outcomes from our contingency planning exercise, we should have script to pause all pipelines to ensure stability.

Security considerations

Depends on implementation, but generally good to automate an otherwise manual process

I think it would be ideal if the script output a list of pipelines that were already paused, so unpausing can be done more confidently
