F26 contains lots of system ENOENT errors

For example, http://cc-jenkins-ci.westus2.cloudapp.azure.com/job/clear-containers-tests-fedora-26-PR/36/consoleText has 590 ENOENT errors like this:

 warning: file /usr/share/locale/id/LC_MESSAGES/bash.mo: remove failed: No such file or directory

and:

failed to link /usr/share/man/pt/man1/fakeroot.1.gz -> /etc/alternatives/fakeroot.pt.1.gz: No such file or directory

and:

warning: file /usr/share/locale/ia/LC_TIME: remove failed: No such file or directory

Most of the errors relate to *.mo files.
