Issue description

The default permissions for GITHUB_TOKEN will change in our org soon. Let's make sure manage.get.gov's Actions still work after the change.

Acceptance criteria

Install Monitor on all repo action/workflow .yaml files
Make any updates based on a Monitor run to expressly define permissions
Remove Monitor
