让被@者发送一条消息后恢复正常（没有大量测试，不确定原因是否是这样

老问题了，从 0.0.1 开始就有。启动 Chronocat 后所有与群成员（GuildMember）相关的 API 和消息元素都无法使用，需要对应成员先发送一条信息后才可使用。

之前由于没有 Issue 所以没上排期，之后我修一下。
