Create endpoint for requesting a dataset #119

At the moment, if a user wants to access some datasets not available, they are told to write a message to [email protected]

It would be better to have an endpoint that could be visited to request the dataset (something like /record//request).

There should be some mechanism to avoid exploiting this, or making a crawler request all the datasets.
