Cent OS requires RUN mkdir -p /var/roothome to install rootfiles as a workaround as per:
RUN mkdir -p /var/roothome
rootfiles
CentOS/centos-bootc#191

Hopefully this gets fixed upstream and along with whatever is happening with /var/run
