Why

It may be that the Head is closed, and not fanned out, and all parties involved may wish it to be re-opened. Perhaps because they don't want to Fan out at this point, either because they can't ( see #1468 ) or some other reason. This feature would allow them to collaborate to re-open the closed Head, so they can continue to transact in L2.
