Sync process restarted when cardano node was not accessible / not responding for a long time #210

In one of the test environments, where LS was connected to a public Cardano node, the sync process restarted after block ~8.1M.

This happened when the public Cardano relay was not accessible for a few hours.

We need to verify if a rollback event is being triggered in LS in certain error scenarios, which is clearing the cursor_ table.
