CIP-05 Versioning

Problem

CIP-05 is likely to continue to grow.
Without using a versioning scheme or changelog, it is difficult for tools to track their compliance with CIP-05.

This is frustrating for tooling who wish to be "CIP-05 compliant".

Solution

• Add and maintain a changelog for CIP-05
  • I will make a PR with this, ill try to add some recent historical changes depending on complexity
• Discuss applicability of traditional versioning schemes
