New website

Kicking off discussion of us creating a new website for Cabal, as per some discussions that have been happening on IRC and various cabals. These are some initial thoughts of mine, to get things started:

What are the purposes of the website?

• to help people understand what cabal is, and how it differs from other chat programs
• to help explain how cabal's unique moderation system works
• to provide links + instructions on installing cabal and trying it out (usually joining the public cabal?)
• to answer frequently asked questions

What are cabal's goals?

• make chat available that
  • is free
  • is open source
  • doesn't require accounts
  • doesn't require the cloud
  • is private
  • Just Works, without any setup
