Win flex-bison is a windows port the Flex (the fast lexical analyser) and Bison (GNU parser generator).

Build prerequisites
"Both win_flex and win_bison are based on upstream sources but depend on system libraries only"

Interesting. Would be good to understand if this still uses (bundled) gnulib. I understand that support for Windows is one of the main reasons for gnulib's existence.

I added the github repo to the description. Searching for gnulib in that one did find some clues, including this:
