Investigate Debian compatibility setting #148

Under the Debian 12.x and later debuild refuses to build with the current debian/compat setting of 5. Minimum is now 7. Changing to 7 seems to fix this issue, but need to really look at the change to see if it can be set to something higher. If so will it still be compatible with older releases.
