Given Well Metadata is tied to Map Metadata, create the PlanMyTrip stub functionality so we can call one function to get both sets of data

Value Add

• Plan my trip is a planned feature, it encompasses several features like caching WMS layers, Records, Maptiles, and more. By stubbing out this functionality now, we make it easier to add the new components as they're created.

Acceptance Criteria

• PlanMyTripClass stubbed out for redux thunks
• Replace instances where Map/Well data are created/deleted with new redux thunks so only one place needs to be updated for future
