Mobile: User loses ability to pan map

This one may be a little hard to track down but multiple users have gotten it, including me.

When it happened to me it seemed to start when I was trying to pan the map but was actually moving a tile cache drawn shape that I couldn't see. I was zoomed in quite far and couldn't see the shape because it was very transparent.

Afterwards I zoomed out and tried to pan away from the shape but had lost the ability to pan the map at all. At this point I somehow had 3 draw tools on the Records page, and the Whats Here button would no longer let me draw a box on the map (maybe another hint).

Another user said they thought the Whats Here button is what caused them to not be able to pan the map.
