Add or transfer ownership of an organization

When an organization's owner is unavailable, other organization members have limited ability to participate in SWU competitions.

Describe the solution you'd suggest

The oranization owner(s) should be able to add additional owners in the organization edit view (user avatar dropdown -> My Organizations -> Organization Detail -> Edit Organization)

Describe alternatives you've considered

Or the sole owner should be able to transfer ownership to another user. Probably a team member.
