A fuel reported in swrs that is under an emission category where we do not allow it reported under via our validation can cause the fuel tab in the application to display an error and block users from completing their CIIP application. This is an unlikely bug, but is a blocking one if triggered.
At the very least, this fuel - emission category mismatch should not throw a blocking error.

Steps to reproduce the behaviour:
We should be able to reproduce this in a dev environment by tweaking the dev data that mimics swrs report data to include an emission category with a disallowed fuel reported under it. Then go to the fuel tab in an application.
