Describe the Bug:
when resetting passwords in the development environment, or creating multiple accounts (circumstances are not clear) it's possible that the BCeID email fields comes out blank.
When this happens, a user gets stuck on the registration page, where they are unable to set their email (it is a disabled field)
The solution is for the user to login to the bceid portal, and update the contact information there.
Fix: display an error message directing the user to the bceid portal if this is the case.
Probability (1-5): 2 ? It's hard to reproduce but definitely happens. It might be related to the development environment.
Effect (1-5): 5
