Remove BCOVRIN-DEV usage and documentation

As the bcovrin-dev ledger is going away we'll need to remove usage of it in the Enterprise Apps ecosystems and any documentation or references, etc.

Can use this ticket to track places it's used or referenced

Traction

• Local Endorser (1 of the 2) is configured to http://dev.bcovrin.vonx.io/genesis. Will need to change that over to something else to have a second ledger for local multi-ledger work
• The default ledgers.yml for Traction (used in local) has bcovrin-dev in it
• The default ledgers.yml section in the default Helm values.yaml uses bcovrin-dev
• The development env helm values have bcovrin-dev as an option
• The pr env helm values have bcovrin-dev as an option

Above handled in bcgov/traction#1050

Endorser-service

• We host a bcovrin-dev endoser in 4a9599-dev
• Other things? Check local? No references in codebase

VCAuthn

• Ledgers.yml and helm values inlcude bcovrin-dev

Akrida

To confirm, anything that is using a BCovrin ledger other than BCovrin Test should be switched/migrated to use BCovrin Test.
