Implement Grafana Loki, Mimir, and Grafana for better log parsing and monitoring of the search-engine-bc

We have limited options for parsing logs within Kibana.

• Deploy Grafana and Loki in 8ad0ea-tools namespace.
• Deploy Agent in 8ad0ea-prod, and other namespaces as necessary, to collect logs and push to Loki.

Since Grafana Agent can collect both, logs and metrics, we can use Grafana Mimir to store/aggregate/query collected metrics. This can also allow correlating logs and metrics within Grafana if necessary.

• Deploy Mimir in -tools namespace.
