Skip failing oauth2 module tests for now and enable them after release of the module

Related to https://github.com/ballerina-platform/ballerina-release/actions/runs/9361275480/job/25769135522#step:8:8195 failure.
This failure occurs as the release branch uses the already released tag version of oauth2. We are skipping the module tests in the following json and adding them back whenever we do a release on the module and update dist repo.
