Installing U7 after U8 using the installer breaks the installation

Description:

When I have only installed Swan Lake U8 and used the U7 installer to install 2201.7.2, then the installation exit with an error and ballerina files has been removed

Steps to reproduce:

1. Uninstall previous Ballerina installations completely.
2. Install U8 using the test pack.
3. Try to install U7 with the installer available in the website.

Affected Versions:
Ballerina Swan Lake U8

OS, DB, other environment details and versions:
Ubuntu(x64) - used the Debian installers
