Use as a translation radio replacement

I'm looking into using Snapcast as a replacement for the 58Mhz hearing impaired / language translation FM radios often used in large gatherings.
The scenario is a multi-lingual translation of a live event. One "channel" for each language.
The client needs to be read-only, with only local volume control preferably in a web only client.

Can I adapt Snapcast to this application?
