Multi-Region deployment failed

Describe the bug
Multi-Region deployment is complete and puppet pipeline failed with Authorization error

To Reproduce
Steps to reproduce the behavior:

1. Enable multi-region in factory 0.97 (us-east-1 & eu-west-1)
2. Execute factory pipeline
3. Enable multi-region in puppet 0.213 (us-east-1 & eu-west-1)
4. No action required to bootstrap spoke account (us-east-1 default region)
5. Update manifest file deploy_to as regions_enabled

Expected behavior
Puppet to deploy product across multiple-region in spoke account

Actual Error
CreateStack operation: User: arn::sts:::assumed-role/*/-eu-north-1- is not authorized to perform: SNS:Publish on resource: arn:***:sns:eu-north-1::servicecatalog-puppet-cloudformation-regional-events because no resource-based policy allows the SNS:Publish action (Service: AmazonSNS; Status Code: 403; Error Code: AuthorizationError
