list-launches takes a long time to run

Steps to reproduce

1. Deploy servicecatalog-dashboard product
2. Run PuppetBuildLogs codebuild job (which runs servicecatalog-puppet list-launches against the extended-manifest
3. Watch for results of build job

Expected results

Job should complete

Actual results

Job fails after 1 hour (default timeout for codebuild job). Takes longer than anticipated to run
