Description

Change default kubectl apply to server side to avoid client side errors
Update MPI Operator to latest within NVIDIA w/ EFA to simplify usage

Motivation and Context

Resolves The CustomResourceDefinition "mpijobs.kubeflow.org" is invalid: metadata.annotations: Too long: must have at most 262144 bytes #2041
