[FEAT] Automatic parallelization for SMAC + HB

It would be very cool if HyperSMAC could detect whether we run hyperband and automatically end the iteration if the ask() method was called #configs_in_stage times. This would solve the issue of asking for more configs than available in the current hyperband stage
