In validate check if FIM is a valid TIFF

This could be done through a gdalinfo call or another gdal cmd method for GTIFF validity or when we incorporate gogdal directly then through ReadVSIDir() function. We have to check how much overhead it adds if we want to go to the cmd call route. There should be a flag to force the validity of TIFF test.
